In a bowl mix together the minced garlic, black pepper, salt, cumin, and turmeric. Dip the fish in the mixture, coating both sides of the fish. Cover and refrigerate to allow spices to marinate for 1 hour. Preheat the oven to 400 degrees. Bake fish on non-stick pan/dish and cover with remaining marinade. Bake for about 15-20 minutes depending on the size of the fish.
When the fish meat is flaking off remove from oven. Serve with lemon juice.
